Maharashtra to appoint administrators for gram panchayats with expired terms

The Maharashtra government has taken a major decision on rural administration. For gram panchayats whose term has expired but where elections have not yet been held for administrative reasons, the government has decided to appoint government officers as administrators so that day-to-day functioning is not held up. The decision is said to have been taken under the leadership of Chief Minister Devendra Fadnavis and under the guidance of Rural Development and Panchayati Raj Minister Jaykumar Gore.

It is being said that this decision will help restart stalled development works and routine administrative functioning in rural areas. The Rural Development Department has issued an official notification in this regard. As per the notification, Extension Officers will be appointed as administrators for gram panchayats whose term has expired. This means that in villages where the elected gram panchayat's term has ended but a new election has not yet taken place, a government officer will be available to run the administration. The Rural Development Department said the aim of the decision is to ensure that development works, civic amenities and routine administration in villages continue without hindrance until the next elections are held.

As stated in the notification, for gram panchayats whose term has expired and where the election process is not yet complete, any of the following can be appointed as administrator: Extension Officer (Agriculture), Extension Officer (Health), Extension Officer (Education), Extension Officer (Panchayat), or other government officers. This means officers from different departments, not just one category, will be eligible for this responsibility.

The notification also specifies the duration of this appointment. The administrators will remain in their post for six months from the date the notification is published in the Maharashtra Government Gazette, or until the election process for that gram panchayat is completed, whichever is earlier. This means that if the election is held soon, the administrator's tenure will end earlier, and if the election is delayed, they will get the full six-month term.

This decision came about following sustained follow-up by the Sarpanch Parishad. The Sarpanch Parishad had demanded that Rural Development Minister Jaykumar Gore appoint administrators to remove administrative difficulties in gram panchayats with expired terms and keep the functioning of local self-government bodies running smoothly. After continued follow-up on this demand, the government took a positive decision, clearing the way for the appointment of administrators in gram panchayats where terms have expired and elections are pending.

With this decision, the fear of gram panchayat administration coming to a complete halt due to delayed elections will now reduce. It is said that this decision will help ensure that basic amenities, development works and routine administrative functioning needed by villagers continue. The main objective of the decision is that until elections are held, the administration in every village will continue under someone's responsibility.
