Retired employees body asks PM Modi to clarify pension terms in 8th Pay Commission

Central government employees and pensioners are closely watching the 8th Pay Commission these days. Hoping for improvements in salary, allowances and pension, employee organisations and various groups have been placing their demands before the commission. Now retired central government employees have also raised their voice.

The Retired Employees Welfare Association (REWA) has written a letter to Prime Minister Narendra Modi raising an important demand regarding the Terms of Reference (ToR) of the 8th Pay Commission. The organisation says clear information should be given on the improvements to be made in the pension and family pension of central government employees who retired before January 1, 2026.

REWA has requested PM Modi to personally intervene in the matter. It has also demanded that until the provisions related to pensioners in the commission's ToR are clarified, the government should issue an official press note or clarification on the subject.

REWA's objection is specifically to the provisions recorded in the commission's terms of reference. According to the organisation, the ToR does mention a review of the pension structure, but this can currently be read mainly as applying to employees who are still in service. This is the fear troubling retired employees. The organisation has therefore said that clarity is needed on whether employees who retired before January 1, 2026 will get the benefit of the pension reform.

Notably, the central government approved the ToR of the 8th Pay Commission in November 2025. Its point 2(e) gives the commission responsibility for reviewing the pension structure. This includes employees covered under the National Pension System (NPS), the Unified Pension Scheme (UPS), as well as schemes outside the NPS. It also mentions a review of the death-cum-retirement gratuity and the pension structure. However, REWA claims that this very provision lacks sufficient clarity on improvements for existing pensioners and family pensioners.

In support of its demand, REWA has also cited the ToR of the 7th Pay Commission. The organisation says the terms of reference of the previous pay commission spelt out reforms related to pension and family pension more clearly. It has therefore demanded that the ToR of the 8th Pay Commission also contain clear provisions on pension and family pension reform.

There is continuing curiosity among central government employees and pensioners about when the final report of the 8th Pay Commission will come. Meanwhile, REWA's demand has brought the issue of pension reform back into discussion. If the central government considers the organisation's demand and amends the ToR, a major decision for pensioners could come even before the commission's report is out. Millions of employees and pensioners are watching to see what stance the government takes on this demand and whether the ToR is revised.
