8th Pay Commission scope silent on old pensioners, REWA seeks clarity

Meetings of the 8th Pay Commission are currently being held at a fast pace. After a meeting in Chennai on September 7 and 8, the commission held day-long meetings in Puducherry on September 9. These meetings are setting the direction for future changes to the salaries, pensions and allowances of government employees and pensioners.
Meanwhile, the Retired Employees Welfare Association, a major organisation of pensioners known as REWA, has demanded a change in the commission's Terms of Reference, or ToR. The organisation says the government should clearly state that the commission's recommendations will cover all pensioners and family pensioners who retired before January 1, 2026.
According to REWA's estimate, nearly 69 lakh pensioners and family pensioners are confused about whether the 8th Pay Commission will suggest revisions to their pensions. The organisation's main objection concerns point 2E of the commission's ToR, which deals with review of employees' Death-cum-Retirement Gratuity and pension structure, and mentions NPS, UPS as well as non-NPS pension. However, since it does not clearly mention those who retired before January 1, 2026, a question has arisen over whether old pensioners will benefit from this revision.
To support its demand, the organisation has cited the ToR of earlier pay commissions. According to REWA, the 7th Pay Commission's ToR clearly mentioned revision of retirement benefits and pre-retirement pension, and the ToR of the 5th and 6th Pay Commissions also mentioned pensioners and family pensioners. The organisation has demanded that the 8th Commission's ToR carry a similarly clear mention.
REWA says it had earlier sought clarification from the finance minister and the finance secretary on this, but no clear answer has come so far. This has increased discussion among pensioners' organisations, with many expressing concern on social media as well.
In a letter sent to the Prime Minister on September 7, REWA appealed to the government to make a clear revision in the 8th Pay Commission's ToR. The organisation has demanded that the ToR clearly state that the commission will recommend pension revisions for all pensioners and family pensioners who retired before January 1, 2026. Until a formal revision is made to the ToR, REWA has also requested that the government issue a press release or an official statement to provide clarity.
The bigger dispute at present is not over whether pensions will rise, but over whether old pensioners are clearly included in the commission's current ToR. If the ToR is revised to clearly include old pensioners, it could clear the way for pension revision for an estimated 69 lakh pensioners and family pensioners who retired before January 1, 2026.
