Can NRIs and OCI cardholders take the UPSC exam and become IAS, IPS officers?

Many young people of Indian origin living abroad wonder whether they can sit the UPSC civil services exam and become IAS or IPS officers. Many people club NRIs and OCI cardholders together while looking for an answer, and that is where the confusion begins. In reality, the UPSC rules for NRIs and OCI cardholders are completely different.

An NRI is a person who is originally an Indian citizen but currently lives abroad for study or work. Since such a person holds Indian citizenship, they are fully eligible to take the UPSC exam. NRI candidates can apply for all posts filled through UPSC, including IAS, IPS and IFS.

The rules for OCI, or Overseas Citizen of India, cardholders are far stricter. Under UPSC rules, a candidate must be an Indian citizen to be eligible for the IAS, IPS and IFS services. OCI cardholders are legally considered foreign nationals, so they cannot apply for these services. While citizens of Nepal or Bhutan are eligible for some other central government services, the posts of IAS and IPS are reserved exclusively for Indian citizens.

Although NRI candidates are permitted to take the exam, there are important conditions to keep in mind. Unlike exams such as NEET, which have a separate quota or relaxation for NRIs, UPSC has no such provision. NRI candidates have to compete with other candidates under the general category or their original category. In addition, no examination centre abroad is provided for any stage of the process, whether the UPSC preliminary exam, the main exam or the interview. Candidates who wish to take the exam must therefore come to India.

There is a further condition for NRI candidates who have completed their degree from a university abroad. Such candidates must obtain an Equivalence Certificate from the Association of Indian Universities, or AIU, before applying. Without this certificate, they cannot apply to UPSC on the basis of a foreign degree.
