Nagpur RTO makes registration mandatory for used vehicle dealers
Nagpur's RTO has made registration compulsory for dealers trading in old, registered vehicles, warning of action against those without a valid certificate.
The Regional Transport Office (RTO) in Nagpur has begun tightening the rules for dealers who buy, sell or exchange old, registered vehicles in the city. To bring more order and regulation to this trade, the RTO has made registration mandatory for such dealers and issued clear instructions on the process.
According to the RTO, any vehicle dealer engaged in the purchase, sale or exchange of registered old vehicles will have to apply at the RTO office under Form 29A for authorisation as a dealer of registered vehicles. Dealers found operating without completing this process will now face action.
Once an application is submitted, the RTO office will examine the dealer's eligibility and the arrangements related to their business. For this inspection, a motor vehicle inspector will visit the dealer's premises and check documents as per the prescribed checklist and the provisions of the relevant notification.
If all the required conditions and rules are found to be met during the inspection, a report on the dealer will be prepared. Dealers found eligible will then be issued a certificate under Form 29B, which will be treated as mandatory for the trade in old, registered vehicles.
The RTO has made clear that dealers who do not hold a valid Form 29B certificate but are found trading in old vehicles through purchase, sale or exchange will face action under the provisions of the Motor Vehicles Act.
The move is expected to cause concern among dealers in the city who have been running this business without proper permission. The department's aim is to bring transparency to the trade in old vehicles and ensure the process is conducted under prescribed rules.
The RTO has appealed to all dealers dealing in old vehicles to complete the required process and obtain the certificate. The department has also made clear that those who continue their business while ignoring the rules could face action.
Following this step, the RTO's monitoring of the purchase, sale and exchange of old vehicles is expected to become more effective than before. In the coming days, the department may also inspect dealers running this business without proper authorisation.
