With the session beginning Thursday, they are expected to depend heavily on officials or senior ministers to aid them on matters that come up for discussion.
The uncertainty has already given the opposition an opportunity to target the govt. Opposition leader R Ashoka Tuesday ridiculed Shivakumar for saying he would, if necessary, respond to questions relating to all departments. “Will the other ministers be grazing donkeys?” Ashoka asked.
New ministers too are unhappy as they say they would have little time to establish themselves. “We are all on drought tours and are doing our jobs as best we can. But without portfolios and departments, we are losing valuable time to showcase our work. Even if we want to work, there is nothing we can do,” said a minister.
Most of the new ministers have visited the districts assigned to them to assess drought and prepare reports for submission to the cabinet at its meeting on Thursday.
Harish Ramaswamy, political analyst, said the delay has exposed Congress’ centralised approach. “While they (high command) claim to be running a democratic party, centralisation of even portfolio allocation is truly disappointing,” he said. “The administration is in disarray and the CM’s remark that he will respond to all questions is worrisome. Why have ministers who will only be mute spectators?”
Meanwhile, Congress is discussing the appointment of another deputy chief minister alongside G Parameshwara, with the names of ministers Satish Jarkiholi and MB Patil figuring in deliberations, Jarkiholi said Tuesday. He stressed that neither of them had sought the post and that the final decision would rest with the party high command.
“The issue is being considered in the larger interests of the party, and recognition should come from central party brass,” Jarkiholi said. He said he wasn’t hankering for the post and would not pressure the high command. He also said portfolios for the 19 newly inducted ministers were expected to be allocated before the monsoon session of the legislature begins Thursday.
